Premium rate threshold change brings 7p tariffs into scope

The rules governing Premium Rate Services (PRS) have recently changed in a subtle but important way. Numbers costing more than 7p (incl. VAT) or more per call or per minute are now explicitly included under PRS regulations. Previously, only numbers costing more than 7p (incl. VAT) fell under the rules, meaning some services were effectively outside regulatory oversight. This was included in the October 2024 Ofcom Statement on the future regulation of phone paid services.

This change brings additional numbers into scope for oversight and levy calculations. Services that were previously excluded may now be subject to regulatory checks, and operators could see adjustments to levy obligations. While the wording change is minor, it is significant for providers who may not have realised that certain numbers are now formally covered by PRS rules.

It is worth noting that this update is unlikely to be reversed without statutory change as new wording is now part of legislation (The Regulation of Premium Rate Services Order 2024). Members should take note of the change to ensure compliance and prepare for any implications it may have on service charges or reporting requirements.
