DSIT published new set of voluntary telecoms industry charters

DSIT has launched a consolidated Telecommunications Modernisation package covering the PSTN switch‑off, exchange closures and 2G retirement, alongside new voluntary charters and protocols. The Connectivity Timeline confirms that all users of the Openreach PSTN must be migrated to digital services by 31 January 2027, with 108 telephone exchanges to be closed by 2030 in four phases starting with pilots at Ballyclare, Deddington and Kenton Road. On mobile, EE will retire 2G nationwide from May 2029 following regional pilots, while VodafoneThree will switch off 2G in spring 2030, re‑using spectrum for 4G/5G.

To manage risks, government and industry have agreed a suite of commitments: the Fixed Telecoms Modernisation Charter (general safeguards for customers), the PSTN Charter and PSTN Network Operator Charter (protection for vulnerable users moving to digital), and aTelecoms Modernisation Critical National Infrastructure Charter (continuity for CNI assets).

This package sets the reference framework for PSTN/VoIP migration: providers will be expected to align their own processes, partner due diligence and customer journeys with these charters, especially where they serve vulnerable, telecare or CNI‑linked customers or rely on upstream networks that are driving copper and legacy service withdrawal.
