Ofcom has opened a consultation proposing new General Conditions for mobile operators and business messaging aggregators to cut scam mobile messages across both person to person and application to person channels. Measures include limits on PAYG SIM volumes, blocking known scam numbers and messages in transit based on reports of malicious sender IDs, URLs and telephone numbers, stronger Know Your Customer checks at onboarding for A2P, verification and protection of sender IDs, ongoing monitoring of traffic with incident management where abuse is found, and safeguards such as a right to challenge, staff training, record keeping and ensuring legitimate messages continue to be delivered. The proposals complement Ofcom’s June 2025 work on tackling spoofed calls from abroad.
Published on 29 October 2025 with draft guidance, the consultation seeks views on the scope and implementation of these requirements and Ofcom plans to publish a final decision in summer 2026. The consultation closes at 5pm on 28 January 2026.
