Home Office confirm that Second Telecommunications Fraud Charter is in development

In response to Chris Coghlan MP’s question on publishing a second Telecommunications Fraud Charter, answered on 10 September 2025, Security Minister Dan Jarvis said the Home Office is developing a new Charter to strengthen efforts to identify, prevent and disrupt telecoms fraud. CCUK is currently working with the Home Office to develop this new second voluntary charter, with CCUK developing its own subcharter as part of the charter work. Jarvis noted that caller ID spoofing remains widespread and outlined Ofcom’s existing rules requiring operators to block suspicious calls originating in the UK and overseas. He added that Ofcom opened a consultation in July 2025 proposing that telecoms companies withhold caller ID on calls that appear to use UK mobile numbers when they originate abroad unless the number can be verified, a step intended to close a roaming based spoofing loophole.

The CCUK Fraud and Scams Working Group is meeting with Ofcom to discuss the consultation terms.
