Consultation: Tackling scam calls from abroad - Processing calls with spoofed UK mobile numbers

Ofcom is proposing changes to its guidance for telecoms providers on how to process calls from abroad that present UK mobile numbers (+447), in an effort to tackle scam calls and protect consumers.

The proposed amendments would require providers,including VOIP operators, to identify and block international calls that appear to spoof UK mobile numbers, except in a limited number of legitimate cases (such as genuine roaming users). This may have technical implications for VOIP providers in terms of call identification and blocking measures.

The deadline for submitting feedback is 13th October 2025.

Consultation: Free-to-Caller Wholesale Regulation Review

Ofcom is consulting on the future of wholesale access conditions for free-to-caller (080 and 116) numbers, which enable consumers to access a range of socially valuable services free of charge. Ofcom is proposing to retain the current access conditions to ensure continued fair, reasonable terms for wholesale charges, and to update the list of providers subject to these rules.

The deadline for submitting feedback is 5pm on 26 September 2025.

Consultation: Review of Call Termination Markets and End-to-End Connectivity Condition

Ofcom is consulting on proposals for the regulation of wholesale call termination markets for landline, mobile, and 070 numbers for the period 2026–2031.

The proposals include maintaining current price caps for termination rates and removing the End-to-End Connectivity Condition currently applied to BT, as the market has evolved and alternative options are available.

The deadline for submitting feedback is 5pm on 10 October 2025.
